A six-member advisory committee, under the chairmanship of former IAS officer C R Kamalanathan, has been constituted by the Centre to decide on allocation of employees from Andhra Pradesh to newly formed Telangana state. 

The panel will delineate objective and transparent criteria for the allocation or distribution of state-level personnel from existing cadres of different services of Andhra Pradesh between the two successor states--Andhra Pradesh and Telangana, a Ministry of Personnel official said. Besides, it will determine the cadre strength and further subdivide it into various categories for different services under the state government---direct recruitment and promotion quota, unreserved, other backward classes (OBC), Scheduled Caste (SC) and Scheduled Tribe (ST) categories for the two states. 

However, the recommendation of the advisory committee in this regard would be finalised only after it is placed along with the proposed actual cadre strength on the state governments' websites, for a reasonable period, so as to allow comments or representations to be made from any stakeholders, the official said. 

Also, once the cadre strength is determined on this basis, shortages in different services in the undivided state of Andhra Pradesh vis-a-vis their present cadre strength should be distributed pro-rata between the successor states so that neither state is at a disadvantage, according to terms of reference of the committee, issued by the personnel ministry.
