Telangana High Court Agrees For Online Registration of Non Agricultural Assets On Dharani, With Slot Bookings

HYDERABAD: In relief to many people who have been waiting for the past four months for the registration of their properties in Telangana, the State High Court on Thursday approved the registration of non-agricultural assets on the Dharani Portal. In a petition that came up for hearing today, the High Court had advised the Government to commence online registration through online booking ,i.e. computer aided administration of registration department (CARD) mode from Friday and provide time slots for the users.  

The HC also agreed to the condition that Property Tax identification number (PTIN) details should be entered as part of the registration and if the person does not have the number, the State will provide the number within two days, it stated.

After the Court pronouncement, Municipal Administration Minister KT Rama Rao tweeted that the Chief Minister K Chandrasekhar Rao had directed the Chief Secretary to commence registration of non-agricultural properties from Friday in accordance with the HC orders.

Hon’ble CM Sri KCR Garu has directed chief secretary to commence the registration activities of Non-Agricultural properties from tomorrow in accordance with the HC orders.

The division bench of the Telangana High Court comprising Chief Justice Raghavendra Singh Chauhan and Justice B. Vijaysen Reddy, also  stated that the Government was free to conduct registrations in the old method under the CARS method with the slot modes as it would be easy for people to go as per the time slots given to them.

This also gave clarity that the old method of registration could conduct outside the Dharani Portal online registrations mode.

The bench was hearing pleas by the petitioners  who raised concerns over  registration of properties on Dharani portal and the subsequent suspension of registration of non-agriculture properties. They also questioned the necessity to upload their property details along with details of their personal data such as family members, caste, Aadhaar number etc on to the website.

The bench on September 8  had stayed all Dharani activities which led the Government to understand that even registrations in the old mode too were stayed. The Bench on Tuesday instructed the TRS government to  go ahead with using the old method of provisional registrations as done earlier.

The bench on Thursday said it would hear the objections of the petitioners on the GOs issued by the State, which spoke about digitising and maintaining property records through Dharani portal.

The bench gave time to the state to file counters on this until December 14 and posted the case to December 16.
