YSR Rythu Bharosa: All You Need To Know About The Scheme

Amaravati: Andhra Pradesh Chief Minister YS Jagan Mohan Reddy will launch the YSR Rythu Bharosa Scheme at Kakaturu in Nellore district on Tuesday, October 14. As part of the pre-poll promise made during the Praja Sankalpa Yatra, YS Jagan announced that each farmer would get an annual financial assistance of Rs 12,500 per year. The amount has now been enhanced to Rs 13,500 by the AP government after a review meeting held on Monday, October 14.

Agriculture Minister Kurasala Kanna babu said, that October 15 will be a historic day in the State, and that the Chief Minister has decided to launch the scheme this year itself, so farmers could reap immediate benefit. He made it clear that the annual amount also includes the Centre’s share of Rs 6,000, which is part of the Kisan scheme.

YSR Rythu Bharosa Scheme

As per the financial assistance under the scheme an annual amount of Rs 13, 500 will be given to farmers.The Rs 13,500 aid includes Rs 6,000 per year component of the Centre’s PM Kisan scheme.

After a thorough discussion and taking the opinions of experts and representatives of various Farmers’ Organisations, it was decided that the quantum of investment amount to farmers be increased from Rs 12,500 to Rs 13,500 per year.

The amount will be deposited in the bank accounts of beneficiaries opened by RTGS to facilitate Direct Benefit Transfer (DBT) through AEPS (Aadhar Enabled Payment System). This will ensure transfer of the total amount to farmers without giving scope for banks to deduct outstanding loan dues.

Financial assistance will also be extended to tenant farmers, which was not done earlier.Tenants farmers will also be given a total assistance of Rs.2500/-.

The State government has already issued modalities for the scheme implementation and the list of beneficiaries will be displayed on notice boards at village secretariats to ensure transparency.

As part of the scheme, the government proposed to extend Rs 50,000 in four years (Rs 13,500 in May every year, starting 2020) to every farmer. However, the government is implementing the scheme from this year itself.

As part of the scheme Rs 50,000 would be given in four instalments of Rs 13,500 each to farmers having up to five acres of land.

The implementation of the farmer's assurance has been increased from four years to five years. The decision taken by the YS Jagan government has raised an additional Rs. 17,500 investment assistance.

The state government has allocated Rs. 5,510 crore as part of the budgetary allocation for this YSR Raythu Bharosa Scheme.

In May during the Kharif season the farmer will be paid Rs. 7,500, for Rabi purposes, Rs. 4,000, during the Sankranti, Rs. 2,000 will be distributed under the Investment Assistance Farmer Guarantee Scheme.

The scheme will be named as YSR Rythu Bharosa-PM Kisan scheme and will benefit 67,5000 farmers and will be extended to five years.

With this enhancement, every eligible family will be getting Rs 17,500 due to the extended and staggered periodicity and this is the only government that has included tenant and podu farmers into the welfare orbit.

This is the only government that has advanced the implementation of the welfare scheme. Originally the Rythu Bharosa scheme was to be implemented from May 2020 but the government has advanced the implementation date which is taking off on October 15, eight months in advance.

The farmer welfare scheme will benefit over 51 lakh families besides three lakh landless tenant farmers belonging to SC, ST, BCs and Minorities. All of them will get the benefit of Rs 13,500 each.

After discussions with experts and Farmers’ Associations, it was decided for staggered payment to the farmer which will have a greater utility. The government agreed that the amount be deposited in three installments to suit the farmers’ interests and necessities.

It was decided that Rs 7,500 will be deposited in May and Rs 4,000 will be credited in October while Rs 2,000 will be given in the month of January during Sankranti aggregating to Rs 13,500 per annum which will be more helpful to the farmer.

The previous Government in its survey had wrongfully assessed that there were 43 lakh farmers and the data has many loopholes and irregularities at the entry level itself. We have corrected and fine-tuned the data, included tenant farmers and the number of beneficiaries now stand at 51 lakhs. Adding to this there are about 3 lakh tenant farmers belonging to SC, ST, BCs and Minorities who will also be covered under the scheme.

We have given time till month end for registration and scrutiny of eligible candidates will be done till November end,’ Agriculture Minister K Kanna Babu said.

‘Transparency being the catch word, the names of the beneficiaries will be displayed at all Village Secretariats and the administration will be like an open book and we have asked the village volunteers to collect the data of farmers and their land holdings.

The top three-tiers of elected representatives are not eligible for the scheme. All MLAs and MPs present and past are not eligible to avail the scheme while it does not apply to zilla and mandal parishads and village sarpanches. People who are using land for aqua culture and real estate also will not be covered under the scheme,’ he said.

There are about 1.37 lakh eligible farmers who died and the government has decided to extend the scheme to the wife or to the kin.

Apart from the above benefits the Andhra Pradesh government will also provide:

· Farmers will be given crop loans on a zero interest basis.

· Free borewells will be drilled for farmers.

· Nine hours of free uninterrupted power during the day will be provided to the agriculture sector

· Power charges for aqua farmers will be lowered to Rs 150 per unit.

· A price consolidation fund of Rs 3,000 crores will be set up.

· A natural disaster relief fund of Rs 4,000 crores will be set up.

· Cold storage units will be set up in every constituency.

· Need-based food processing units will also be set up.

· Co-operative sector will be strengthened in the first year. From the second year onwards, every dairy farmer who contributes to co-operative units will get Rs 4 as subsidy per litre.

· Road tax will be scrapped for agricultural tractors.

· Families of farmers who lose their lives in an accident or by committing suicide will get Rs 5 lakhs under YSR Bima.
