Private Colleges Cannot Withhold Students Certificates: OU

Hyderabad: Osmania University has issued a circular directing private colleges to follow the University Grants Commission (UGC) norms and release the original certificates to the students who have completed or discontinued their course.

In the wake of several students complaining to the Telangana Forum Against Corruption regarding the norm of institutes failing to release their certificates, legal notices were issued to few colleges in December 2018.

Following this, OU released a circular on January 19 warning private colleges over withholding of original certificates and non-refund of fees to students.

The circular read, "The students who have completed or discontinued their degree or post-graduate courses (professional and non-professional) are approaching the university and requesting to instruct the respective colleges to return their original certificates and refund of their fees."

Despite completing their courses, the students are not to able to grab jobs as the college managements are withholding their original certificates.

Responding to the complaints, the colleges cited the government's failure in releasing the fee reimbursement dues as the reason for them to withhold students' certificates.
