High court gives orders to the State Govt to submit, all papers concerning Polavaram Project tenders
Instructions to submit the reports of the team of technical experts and engineers who went to Russia and China
The court gives orders that these reports should be shown to Soma company also
Soma brought to the notice of the court, the agreement between the Govt and Transstroy
AG explained that the decision was taken only after the Engineers gave their reports
HC postpones the hearing of the case to the 11th of this month
To evaluate the companies who submitted the tenders for Polavaram project, a group of Engineers had gone to Russia and China. The High Court had ordered that the reports of these engineers should be placed before it and also be shown to Soma Joint Venture.
That, Soma Joint Venture had filed a writ petition, that those companies which were considered not competent earlier, were again added to the list by the State Standing committee, is already known. Some other companies have also filed petitions on the same grounds. The case is now being examined by Justice Subhash Reddy.
C.V. Mohan Reddy, the lawyer arguing the case on behalf of Soma Joint Venture, pointed out that the reports given by the engineers were the basis on which the works on Polavaram project was given to Transstroy company.
He brought to the notice of Justice Subhash Reddy that the agreement made by the Govt goes against the directions given earlier by the court. He argued that there are serious allegations against Transstroy, yet the team that went to Russia to evaluate took residence, in the five star accommodation provided by Transstroy company. He offered to produce evidence in this regard.
He alleged that the Govt showed indecent haste to approve the tenders submitted by the Transstroy Venture, and did not hesitate to sign the papers even at midnight.
A.G. Sudarsana Reddy on behalf of the Govt replied that they waited for the team of experts to come back from Russia after which, the decision was taken based upon their reports. Justice Subhash Reddy asked that all the reports by the team of experts, the recommendations made by the High Power committee, and the agreement papers signed between the Govt and the company, be submitted to the court and postponed the hearing to Monday.
