It's no news that Andhra Pradesh is reeling under severe heatwave.

With the mercury levels refusing to drop, water scarcity has only gone up. In this picture sent from Guntur, a man gets to the bottom of a well to fetch water for his domestic needs. This is the sorry plight in most districts. Why is the government a mute witness? Any answers?
