Andhra Pradesh: How To Apply For EWS Certificate, Eligibility Details
The Andhra Pradesh government announced a 10% reservation for the other Economically Weaker Sections (EWS) and the Kapu community for appointments in the posts and services in State government in accordance with the Constitution (103rd Amendment) Act, 2019
As per a Government Order (GO) issued by the Chief Secretary on Wednesday, the 10% reservation in employment will benefit Kapus who are neither benefited under BC quota nor under EWS quota and other Open Competition (OC) sections who are deprived of the benefits of reservation thus far due to non-implementation of the EWS quota.
Persons who are not covered under the existing scheme of reservations for SCs, STs and Socially and Educationally Backward Classes and whose gross annual family income is below Rs 8 lakh are to be identified as EWS for the benefit of reservation.
The income includes income from all sources i.e. salary, agriculture, business, profession, etc. for the financial year prior to the year of application.
The term family for this purpose will include the person who seeks the benefit of reservation, his or her parents and siblings below the age of 18 years as also his or her spouse and children below the age of 18 years.
Regarding initial appointments in the posts and services, persons recruited under EWS category will be adjusted against the roster points earmarked for them.
The orders on the roster points earmarked for 10% reservation to EWS category will be issued separately along with other rules to be framed or amended and guidelines to be formulated if any.
One-third of the initial appointments in posts and services under the State government earmarked for EWS will be allocated to women among them.
The persons seeking the benefit of reservation under EWS category have to obtain the necessary EWS certificates from the Tahsildars concerned.

Income Criteria

Asset Criteria
Persons whose family owns or possesses any of the following assets shall be excluded from being identified as EWS, irrespective of the family income:-
- 5 acres of agricultural land and above;
- Residential at of 1000 sq ft. and above;
- Residential plot of 100 sq. yards and above in notified municipalities;
- Residential plot of 200 sq. yards and above in areas other than the notified municipalities.
The property held by a "Family" in different locations or different places/cities would be clubbed while applying the land. or property holding test to determine EWS status.
The term "Family" for this purpose will include the person who seeks the benefit of reservation, his/her parents and siblings below the age of 18 years as also his/her spouse and children below the age of 18 years.
Applying for EWS Certificate at Mandal level
Candidates should satisfy both income and asset criteria to get an Economically Weaker Section certificate. A notarised affidavit along with the affidavit of the family members and the application should be submitted to the tehsildar's office by the lawyer certifying all the assets belonging to the family. If the applicant migrates to other areas, he/she will have to take the migration certificate and submit it to the present Mandal Tehsildar.
The tehsildar will approve the issuance of the EWS certificate if there are no objections within 30 days of payment of the fee along with the application.
The certificate can be obtained through a Digital Assistant at the concerned Village Secretariat.
